How to Apply for an Adoption Record

This service allows a parent to apply for an Adoption Record. Only parents who have already registered the adoption at the local authority are eligible to apply for this service. If an applicant has not yet registered the adoption, they are advised to go to the sector where the child is registered to file the adoption. The application for an adoption record will be submitted to the Executive Secretary of the sector where the child is registered.

This service is provided by the Ministry of Local Government (MINALOC) and processed by authorities at the sector level.

The processing time is 1 working day; the price of the service is Rwf 1,500. 

Prerequisites: 

  • Applicants (Parents who adopted the child) need to log in to the Irembo account or visit the nearest Irembo agent for assistance.

  • Rwandan citizens applying for this service should have a national ID number, a Citizen Applicant Number, or a National Identification Number (NIN). 

  • For newborns, the NIN is acquired at the hospital.

  • A NIN can also be acquired once an applicant’s information is saved in the Civil Registration System.

  • For others (not newborns), the Citizen Application Number is acquired at the sector where the applicant is registered.

  • Every Foreigner applying for this service should have a Passport ID.

  • Conditional attachments include:

  • Adoption Court Order (format: PDF,  JPG, or PNG)

  • Biological Father embassy consent document (format: PDF, JPG, or PNG)

  • Biological Mother embassy consent document (format: PDF, JPG, or PNG)

  • Applicants should have a valid phone number, email address, or both. 

Follow these simple steps to apply for an adoption record:

  1. Visit www.irembo.gov.rw and click on Log In.

  1. Under Family, click on Adoption record. 

  1. Click on Apply

  1. Select which identification document type the adopted child has; a national ID number, a Citizen Application Number, or a National Identification Number (NIN). The details of the child, as well as the applicant, will be retrieved and displayed on the right side of the page.


  • If the Adoption record is already registered in the Civil Registration System, the information about the Adoption is automatically fetched and the applicant will only fill out the Reason for request and their contact details. Applicants receive their Adoption record as soon as they pay. 

No Civil Registration Officer (CRO) action is needed. The CRO action is only needed when the user is not registered in the Civil Registration System. When the applicant enters their email while applying for this service, the certificate is sent to their email addresses without downloading it on the IremboGov platform. 

  • If the Adoption record is not yet registered in the Civil Registration System, the applicant will follow these next steps.

  1. Fill in all the adoptive Parents’ Details

  • If the adoptive parent has the civil status of divorced, widowed, or single, the Other adoptive parent section will not appear.

  • If the adoptive parent has the civil status of married, the Other adoptive parent section will appear. It is required that both adoptive parents be registered in the system as married to each other.

  • If the other adoptive parent enters a NID, a child application, or a NIN, the details are automatically retrieved and displayed on the right side of the page.

  • If they choose Passport, they are required to enter their information manually.

  • The applying adoptive parent can choose the section for Other adoptive parent as Non-applicable if the information is not applicable in the adoption court order.


  1. Fill in the Biological Parents’ Identification Details. The details will be retrieved and displayed on the right side of the page.

  • If the biological parent enters an NID, a child application, or an NIN, the details are automatically retrieved and displayed on the right side of the page.

  • If they choose Passport or No Document they are required to manually enter their information.

  1. Enter the Processing Details.

NOTE: The processing office must be the sector where the adoptive child is registered.

  1. Attach the required document in the right format and size. 

  2. Click Next to proceed. 

  1. Verify that the information is true, enter a phone number and/or email address, check the verification box, and click on Submit

  2. A billing number/ID (88…) will be generated for payment. Applicants can pay using MTN Mobile Money, Airtel Money, BK App, BK Branches, BK Agents, or pay online using VISA or MasterCard.

  3. Applicants choose the mode of payment: offline (MTN, Airtel, or BK) or online (Visa, MasterCard, or American Express). For more information about payment modes, click here.



NOTE: After applying and successfully paying via IremboGov and after the Executive secretary (ES) of the processing sector has approved it, the applicant receives a SMS/Email notifying them that the certificate is available and you can  download it on the IremboGov platform. 

The information will be updated in the Civil Registration System. The next time, an applicant will not go through the same process again but instead will do the following;

  1. Visit www.irembo.gov.rwLog In, and Under Family, click on adoption record. 

  2. Choose the Identification document type, and enter the Identification number, the application form will automatically be filled with the previous information and click Next.

  1. Summary details will be displayed. Enter a phone number and/or email address, check the verification box, click on Submit

  1. billing Number/ID (88…) will be generated for payment, Click Pay

  2. The applicants choose the mode of payment: offline (MTN, Airtel, or BK) or online (Visa, MasterCard, or American Express). For more information about payment modes, click here.
