What is legalization of public documents from Rwanda to be used abroad/apostille?
It is the process that helps individuals, Rwandans and foreigners, with documents issued in Rwanda, like school certificates, birth or marriage records, court judgments, and notarized papers, to be legally recognized in other countries for purposes such as studying, working, or other matters.
This service is provided by the Ministry of Foreign Affairs and Cooperation (MINAFFET) through IremboGov platform.
What you need before you start applying
This is what you should prepare:
National ID for Rwandans, a passport for foreigners, and Rwandans without a national ID
Child application number for minors without a national ID (if you don’t have it, please contact the office of your sector of residence for assistance, or contact NIDA if you are abroad at info@nida.gov.rw)
Refugee ID for registered refugees; foreign ID for foreigners residing in Rwanda
Note: Required attachments will depend on the type of document you are legalizing. You’ll need to upload the corresponding document, such as
Civil registry records: Criminal Record Certificate, Birth Record, Marriage Record, Certificate of being Single, Divorce Record, and Death Record.
Academic documents: university degrees, transcripts, and school reports.
Judicial documents: Court order.
Notarial acts documents: power of attorney documents, last will declaration, certificate copies, certified translations, and commercial registry extract

Here is a step-by-step on how you can easily apply for the Legalization of public documents from Rwanda to be used abroad/Apostille
Step 1: Visit the IremboGov platform www.irembo.gov.rw and under the category “Foreign Affairs and Consular Services.” Click “Legalization of public documents from Rwanda to be used abroad/Apostille.”
Step 2: Read the service description and the required attachments, and click Apply.
Step 3: Fill in your information, “Applicant details,” and “Residence details,” then select the type of documents to be legalized. Specify the notary at which the documents were notarized and select the country where the documents will be used.
Note: The user must select the notary office that has notarized the documents to be legalized.
Step 5: Upload the requested supporting documents in PDF format (maximum 200 KB each) and click Next.
NOTE: The attachments will be requested depending on the type of documents to be legalized.

Step 6: Verify that the information is true, enter a phone number and email address, check the verification box, and click Submit.
NOTE:
If the documents will be used in a country that is NOT part of the Apostille Countries, then the application will be free of charge. Once the user submits their request form, an application number will be generated (B2……..) to follow up on the application status.
If the documents will be used in a country that is part of the Apostille Countries, the service cost is 10,000 Rwf. Once the user submits their request form, a billing number/ID (88…) will be generated for payment; click “Pay” and choose the mode of payment. For more information about payment modes, click here.
4. What to expect after submitting your application
1st step: The application will be sent to MINAFFET for review. If needed, you might be given an appointment for in-person confirmation of the information.
2nd step: Once your application is approved, you will be notified that your e-certificate is ready for download on the IremboGov platform.
The certificate contains a QR code that links to the legalized document.
