This service applies to motorcycles, which undergo emission testing but are not required to perform a technical inspection. This service also allows car owners to book and pay for a Motor Vehicle Emission Testing First Appointment when the vehicle already has a valid technical inspection certificate.
This service is provided by Rwanda Environment Management Authority (REMA) through IremboGov.

Promotes regular vehicle servicing to minimize harmful emissions.
Promotes the use of cleaner, fuel-efficient, and electric vehicles.
Key Information Before Applying:
You can apply for this service only if
The vehicle is a motorcycle, and applying for the 1st visit
Your car has a valid technical inspection certificate.
Any outstanding fines (traffic fines) have been cleared before booking an appointment.
You must have a plate number for your vehicle

If a vehicle fails the first emission test:
A second visit within 14 days costs 50% of the first visit fee
Exceeding 14 days requires full payment again

Motorcycles: Once a year
Private vehicles: Once a year
Commercial vehicles: Twice a year
Eligibility:
All motorcycles operating in Rwanda are required to apply, except for fully electric ones
All Cars whose valid technical inspection certificate but don’t have an emission inspection certificate

Rwamagana
Remera
Huye
Musanze
Ndera (mainly for trucks of 3.5 tons and above and non-electric motorcycles)

Follow these steps to apply for this service
Step 1: Visit Irembo at www.irembo.gov.rw. Log in to the IremboGov platform.

Step 2: Search “Emission Testing 1st Appointment for motorcycles and vehicles with a valid technical inspection” under the Vehicle Technical Inspection & Emission Testing category
Step 3: Click Apply.
Step 4: Enter vehicle details, confirm eligibility, and select an inspection center and date.
Step 5: Verify the information and submit the application.
Step 6: A billing number (88…) will be generated. Click Pay. Choose a payment method.
After Applying
You will receive an SMS or email confirming the appointment.
You must bring the vehicle to the inspection center on the confirmed date and time, along with the payment confirmation message you received.
After passing the inspection, the emission certificate can be downloaded from IremboGov.
