This service is provided jointly by the Rwanda National Police (RNP) for technical inspection and the Rwanda Environment Management Authority (REMA) for emission inspection through IremboGov.
Key Information Before Applying:
You can apply for this service only if
Any outstanding fines (traffic fines) have been cleared before booking an appointment.
The vehicle is a car
You must have a plate number and a TIN for your vehicle
Companies must have a company code
A car that passes both inspections receives the respective certificates at the inspection center. If a motor vehicle fails either the technical or emission inspection, it is required to apply for the relevant second visit service within the allowed time frame.
If a vehicle fails the first technical test:
A second visit within 14 days costs 20% of the first visit fee
If a vehicle fails the first emission test:
A second visit within 14 days costs 50% of the first visit fee
NOTE: Exceeding 14 days requires full payment again for all inspection
Companies with 30 or more vehicles may apply using a company code obtained from the Motor Vehicle Inspection Center and make a bulk deposit payment. Companies with fewer than 30 vehicles apply individually.
Inspection Frequency
Private vehicles: Once a year
Commercial vehicles: Twice a year
Eligibility:
Full electric vehicles applying for technical inspection
All other cars whose technical and emission inspection certificate has expired.
Inspection Locations
Emission testing is conducted at the following centers:
Rwamagana
Huye
Musanze
Remera
Ndera (mainly for trucks of 3.5 tons and above and non-electric motorcycles)

Fees depend on vehicle category. Refer to the pricing displayed during the application process.
Follow these steps to apply for this service
Step 1: Visit Irembo at www.irembo.gov.rw. Log in to the IremboGov platform.
If you don’t have an account, you can continue without logging in.

Step 2: Search “Motor Vehicle Inspection First Visit Appointment” under the Vehicle Technical Inspection & Emission Testing category
Step 3: Click Apply.
Step 4: Select if the inspection is for a full electric/trailer car or a non-electric car.
Step 5: Enter vehicle details, confirm eligibility, and select an inspection center and date.
Step 6: Verify the information and submit the application.
Step 7: A billing number (88…) will be generated. Click Pay. Choose a payment method.
Note:
If you have selected a non-electric car inspection, you will receive 2 separate billing numbers for each inspection.
The billing number expires after one hour, so it’s important to complete your payment before then; otherwise, you will need to restart the application.
After Applying
Upon successful payment, the applicant receives an SMS or email confirming the inspection date, time, and center.
You must bring the vehicle to the inspection center on the confirmed date and time, along with the payment confirmation message you received.
After passing the inspections, the certificates can be downloaded from IremboGov.
