What are the requirements needed to apply for a national ID for a diaspora without an NPR?
Required attachments are passport photo and copy of Identification Document. An Identification document can be any of the following.
It will preferably be an expired Rwandan National ID or a valid or expired travel document (passport or laissez-passer) issued by a competent Rwandan authority.
The following documents issued in Rwanda will also be considered: RSSB record, birth certificate, or old baptism card.
If you are an applicant with no Rwandan document, attach a copy of your foreign birth certificate that contains the name(s) of your Rwandan parent(s) and a copy of your parent(s) Rwandan ID document(s)
