This article demonstrates how Rwandan motorcycle operators can apply for a transport license and how to renew it. Motorcycle taxi service operating licenses are issued to companies and cooperatives which operate professionally. This service is provided by Rwanda Utilities Regulatory Authority (RURA).

How to Apply for Transport License
This e-service enables motorcycle operators to apply for a new transport license. It is valid for 2 years.
The processing time of this service is 3 working days. The applicant pays Rwf 10,000 to review the application and it is non-refundable. The applicant pays Rwf 400,000 for the service.
Prerequisites:
Applicants should have an Irembo account to apply for this service. Click here to find out how to create an account on IremboGov or visit the nearest Irembo agent for assistance.
Applicants must have a national ID number.
A cooperative should have a name, a cooperative or gazette number, and an address.
A company should have a name, a TIN, address, and a representative.
Applicants should have a list of all motorcycle plate numbers and their insurance companies. NOTE: Cooperatives are allowed to register 100 motorbikes in Kigali, 50 motorbikes in other provinces.
Applicants should have a valid phone number, email address, or both.
Follow these simple steps of how to apply for a transport license:
1. Visit www.irembo.gov.rw and click on Log In to start applying for this service.
2. Under Transport, click on Transport License.
3. Choose which service you want; New Application, and click on Apply.
4. Enter the Applicant’s ID number, and choose whether the applicant is a company or a cooperative.
The zone depends on the selected district.
5. Enter the Vehicle Details. Applicants can more than one vehicle detail by clicking on Add.
6. Attach all the required documents in the right format and size.
7. Click on Next to proceed.
8. Verify that the information is true, enter a phone number and/or email address, check the verification box, and click Submit.
9. A billing number/ID (99….) will be generated for payment. Applicants can pay using MTN Mobile Money, Airtel Money, BK App, BK Branches, BK Agents, or pay online using VISA or MasterCard.
NOTE: After applying and paying successfully via IremboGov, the application is sent to RURA for further approval processes. Once it’s approved, the certificate is sent via email, or the applicant downloads it on the IremboGov platform.
How to Apply for Renewal of Transport License
This service enables motorcycle operators to renew their transport licenses.
The processing time of this service is 3 working days, and its price is Rwf 400,000.

2. Enter all the Applicant Details and the details will be retrieved and displayed on the right side of the page.
3. Click on Next to proceed.
4. Verify that the information is true, enter a phone number and/or email address, check the verification box, and click Submit.
