Motorcycle taxi service operating authorization e-certificates are issued to motorcyclists that operate professionally. This service is provided by Rwanda Utilities Regulatory Authority (RURA).

How to Apply for Transport Authorization
This e-service enables motorcyclists to apply for an individual transport authorization.
The processing time of this service is 3 working days, and its price is Rwf 20,000.
Prerequisites:
Applicants should have an Irembo account to apply for this service. Click here to find out how to create an account on IremboGov.
Applicants must have a national ID number.
Applicants should have a motorcycle plate number and a place of work.
Applicants should have a valid phone number, email address, or both.
Follow these simple steps of how to apply for an individual transport authorization:
1. Visit www.irembo.gov.rw and click on Log In to start applying for this service.
2. Under Transport, click on Transport Authorization.
3. Choose which service you want; New Application, and click on Apply.
4. Enter the Applicant’s ID number, and the details will be retrieved and displayed on the right side of the page.
5. Fill in the Plate number and the Place of work. The zone depends on the selected district.
6. Click Next to proceed.
7. Verify that the information is true, enter a phone number and/or email address, check the verification box and click Submit.
8. A billing number/ID (99….) will be generated for payment. Applicants can pay using MTN Mobile Money, Airtel Money, BK App, BK Branches, BK Agents, or pay online using VISA or MasterCard.
NOTE: After applying and paying successfully via IremboGov, the application is sent to RURA for further approval processes. Once it’s approved, the certificate is sent via email, or the applicant downloads it on the IremboGov platform.
How to Apply for Renewal of Transport Authorization
This service enables motorcycle operators to renew their individual transport authorization.

2. Enter all the Applicant Details and the details will be retrieved and displayed on the right side of the page.
3. Click on Next to proceed.
