How to Apply for NGO Registration

This service enables applicants to register a Non-Government Organization (NGO) and acquire a temporary registration e-certificate. The certificate is valid for nine months then the applicant is required to apply for the NGO Legal Personality.

The processing time is 60 working days; the service costs Rwf 50,000


  • The applicant (representative) should be a Rwandan citizen and have an Irembo account or visit the nearest Irembo agent with all the required documents for assistance.

  • Attachments include organization supporting documents and two legal representative supporting documents

  • The size of the attachments should be 1 MB, format: PDF.

  • Applicants should have a valid phone number, email address or both. 

Follow these simple steps to apply for NGO registration:

  1. Visit and click on Log In to start applying for this service.

  1. Under Governance, click NGO Registration.

  1. Click on Apply 

  1. Fill in the applicant’s National ID.

  1. Fill in the Organization Details and add Organization Supporting Documents

  1. Fill in the Staff Details

  1. Insert Headquarter & Branch Details, click Add and the branch details will be retrieved and displayed on the right side of the page.

  1. Fill in the First Legal Representative and click save, before adding the Second Legal Representative and Save again, 

  2. Click Next to continue to the summary page

  1. After reviewing the summary page, enter your Phone number and/or Email Address, check the verification box and Click on Submit. 

  2. A billing Number/ID (88…) will be generated for payment, Click Pay

  3. After submitting the application, the applicant is sent a Bill ID for payment. Applicants choose the mode of payment: offline (MTN, Airtel, or BK) or online (Visa or MasterCard). For more information about payment modes, click here.

NOTE: After applying and paying successfully via IremboGov, the applicant receives a notification once the application is processed by the Rwanda Governance Board. The e-certificate is received via email or can be downloaded on the Irembo platform. Click here to find out how you can download the certificate on IremboGov.
